According to Oracle, due to unexpected power trip, you need to follow this order for stop start your server :
Every time the Ent Srv services are restarted the Web Server should be restarted too to avoid serialized objects corruption. This is to have the cache cleared and aligned between the two systems
This is the sequence of steps to follow:
1. Stop services on your servers, in this order, as applicable: JAS, Enterprise Server, Database
2. Make copy of .INI file, jas.ini if necessary.
3. Restart services on your servers, in this order: Database, Enterprise Server, JAS
Solution
The database should be started before starting EnterpriseOne services. Start Oracle database from Control Panel / Services. Once Oracle is up and running, start JDE network and JDE queue services.
I would recommend having the E1 Services to start manually is better than auto start.
In this case, may be the E1 services are trying to come up before the database services. And the connection to the database is not getting established successfully. Just a thought.
Or there is some other process which is conflicting with the IPC range of E1.
Try to start the database and E1 manually in the same order, and check the results. It should not require a manual restart.

As such, Even though you are about to have power trip and your UPS can not back up the power any longer than 30 min, pls do stop and start your JDE servers in above order..
